My Lord,

I have the honour to inform Your Lordship

that I have had under consideration the question of long term European prisoners in the Victoria Gao1.

It is felt that the climate and conditions

generally are against any attempt being mode to turn such

prisoners into good citizens in the Colony and in many cases

it has been customary to deport such undesirable Europeins on

the expiry of their sentence.

I would enquire, therefore, whether it is

possible, under the lonial Prisoners Removal Act, 1884, for

such prisoners, who have been sentenced to terms of imprison-

-ment of 12 months and upwards, to be transferred to a Home Gool, there to serve their sentence and come under the remedial influances that prevail in such institutions in England.

The number of such cases is usually very

small, not more than an average of two a year. The cost of their maintenance in England could be defrayed from Colonial

Funds.
